This is one of several Delivery quests. It must be started before The Battle for Fort Hraggstad if the Dragonborn joins the Stormcloaks and must be completed prior to the Battle for Solitude.
While at Highmoon Hall in Morthal, if the Dragonborn speaks with Gorm, Jarl Idgrod Ravencrone's housecarl, he will ask that the Dragonborn deliver a letter to his commanding officer, Captain Aldis in Solitude.
It is also possible to meet Gorm at the Moorside Inn in the evenings.
