This is one of several Delivery quests. After Roggvir is executed when the Dragonborn first enters Solitude, speak with Sorex Vinius about who runs the city.
Sorex will then ask that the Dragonborn deliver a bottle of Stros M'Kai Rum to Falk Firebeard at the Blue Palace. Sorex will be either in his father's inn, The Winking Skeever or roaming the streets of Solitude.

Visit the Blue Palace court, and give the Stros M'Kai Rum to Falk Firebeard.
