Ralis Sedarys can be found at the Kolbjorn Barrow that initially is pretty much under sand. He has taken on the job of finding relics of Ahzidal from parties unknown, which brought him to Solstheim and this barrow.
With solid financial support, the Dragonborn can help get the excavation going, yielding interesting artefacts. But this does not come cheap.
Should the Dragonborn let Ralis live at the end of Unearthed, he relocates to Raven Rock and becomes available as a follower.
