Arvel the Swift is a Dunmer thief who robbed the Riverwood Trader and made off with the Golden Claw. The Dragonborn first finds him trapped in a spider web during the quest to retrieve the claw. When the Dragonborn cuts him down from the web, he runs away. This flight can be prevented by simply burning him while he is still trapped in the web, otherwise the chase is on.
